Steven Foster

LEADERSHIP IN MOTION

Steven D. Foster embodies leadership, resilience, and service — qualities central to Phi Beta Sigma. Born and raised in Detroit, Steven’s commitment to community and collective progress began early and continues to guide his work today.

Initiated into Phi Beta Sigma Fraternity, Inc. through the Delta Rho Chapter at the University of Michigan in 2005, Steven has remained a dedicated servant leader within the Fraternity. Over the years, he has held key leadership roles, developed impactful programs, and helped strengthen chapter and regional initiatives that empower communities and cultivate future leaders.

A proud graduate of the University of Michigan (BA ’06), Steven has spent more than two decades advancing student success in higher education. He currently oversees more than $130 million in financial aid resources, leading a high-performing team and championing equitable access to education. His advocacy efforts extend to both state and federal levels, where he works to shape policies that expand opportunity and support student achievement.

In addition to his professional leadership, Steven is the founder of ELEVA8 U, LLC, a consulting firm dedicated to supporting educational institutions and communities through strategic planning and guidance.

A devoted husband and father, Steven leads with integrity, discipline, and vision. His experience in governance, team leadership, and strategic planning uniquely positions him to serve the Great Lakes Region with strength, unity, and purpose — ensuring Phi Beta Sigma’s continued growth and impact for generations to come

Fraternity & Service

I was initiated into the Delta Rho chapter at the University of Michigan–Ann Arbor in 2005 and served as Chapter Vice President. Since graduation, I’ve been active in the Nu Alpha Sigma alumni chapter in Detroit, mentoring collegiate brothers and helping newcomers transition into alumni membership. I’m honored to have formalized Sigma Signing Day for recent graduates and helped implement our first-year chapter dues waiver.

Over the years, I’ve held many roles in the fraternity—advisor, committee chair, chapter President, and Programs Director for the Great Lakes Region. Under my leadership, our chapter became the largest in the region. I now serve as Michigan State Director, where I helped drive 11% membership growth and record-setting state conferences. My journey has taken me through various committees, both locally and nationally, all in the service of inspiring and empowering our brotherhood.

 

Professional Experience

With over 20 years in higher education, I specialize in financial aid leadership—making college accessible and affordable for thousands of students by managing over $130 million in funding. As the head of a dedicated team, I oversee financial aid strategy, advocate for student aid at the state and federal levels, and help guide my institution’s broader mission as a member of the Vice Chancellor’s Management Leadership Team.

I’ve served at two-year public and four-year public colleges, and held leadership roles in professional associations, including serving as President of the Michigan Student Financial Aid Association (MSFAA) and as a state representative to MASFAA. My work has been honored with awards for leadership, distinguished service, and excellence.

 

Education & Values

I hold a bachelor’s degree in English and a master’s in Educational Leadership from Wayne State University. Above all, I’m driven by integrity, community, and a deep commitment to uplifting others—whether that’s in my fraternity, profession, or family at home with my wife, Alexandra, and our son, Steven Jr.
